There have been good reductions (around 20% reduction) in the number of London murders in 2012, with under a 100 murders in 2012 compared to about 120 murders in 2011. London is the safest it has been for over 3 decades, this is despite London's population growing bigger and more diverse over the last 30 years.
London's population is 8,174,100 (census 2011) giving a London murder rate of 12.1 per million population in 2012.
These reductions in murder have occurred during a time of reducing police officer numbers and local authority cuts. While the tendency is to praise policing and criminal justice service for crime reductions, and blame everyone else for crime increases. The evidence suggests it is Londoners and not any particular statutory service that has made London safer.
